replace windshield washer pump

I have a 2001 Nubira and need to replace the windshield washer pump. (The tubes are not clogged; there is no motor hum when I pull the washer stick.) Replacing pump is a normally simple task. But it appears I will first have to remove the front left tire and tire shield to get at the pump, which I assume is beneath the reservois cap. I have the part (Anco 6501). Does anyone know if there is a way to replace it without removing the tire and shield?
